Senator Pearce moved and asked unanimous consent for the adoption of the 2d Finance Committee Substitute offered on page 4414. Senator Duncan objected and stated that the motion was out of order. Senator Duncan called the Senate. The call was satisfied. President Halford ruled the adoption of the 2nd Finance Committee Substitute was in order. Senator Duncan appealed the ruling of the Chair, then withdrew his appeal of the ruling. President Halford withdrew his ruling. Senator Taylor moved and asked unanimous consent that CS FOR SPONSOR SUBSTITUTE FOR SENATE BILL NO. 301(FIN) am be returned to the Rules Committee. Without objection, it was so ordered.
